I submitted a ticket, here is the answer: I did not check my bags upon turn in, left Nazjatar, upon arriving at Mechagon, buying the rank 2 recipe, learning it, looked in my bags: No rank 3 recipe. So I figured I was close enough, around 151, that I'd create the items to get beyond 155, then turn in the world quest to get the rank 3 recipe in my bag (like previous world quests allowed you to do, even if you didn't have rank 2), I'd go buy the rank 2, learn it, then learn the rank 3.
I went to Mechagon with the idea of buying the rank 2 recipe before completing this world quest, but I didn't have my cooking level high enough to purchase the recipe (I believe you need 155 level).
